AI systems are making decisions that affect citizens, customers, and employees across Oman. Government entities are automating service eligibility checks. Banks are using AI for credit scoring. Healthcare providers are deploying diagnostic support tools. Retailers are setting prices dynamically with algorithmic models.
But when something goes wrong — a biased loan decision, an incorrect eligibility denial, a flawed medical recommendation — most organisations cannot answer the simplest question: who is responsible?
Activity Without Ownership
In many organisations, AI accountability is distributed so thinly that it effectively disappears. The IT department selected the vendor. The data science team trained the model. The business unit requested the use case. Legal reviewed a contract. But none of these parties have clear, documented accountability for the system's outputs, its errors, or its consequences.
This diffusion of responsibility is what the 7-Pillar AI Governance Model calls a "Level 1 — Ad Hoc" state in Pillar 2 (Accountability): enthusiasm exists, but no one owns the outcomes.
What Real Accountability Looks Like
A genuine AI accountability framework establishes four things. First, a designated governance body — a board committee, an AI ethics council, or an executive sponsor — with documented authority to approve, suspend, or decommission AI systems. Second, clear ownership for every deployed system: a named individual who can explain how it works, what data it uses, and what its failure modes are. Third, defined decision rights — who can authorise deployment, who must review outputs in high-risk scenarios, and who has override authority. And fourth, escalation paths and human-in-the-loop requirements, so that no AI system operates without a traceable path back to a human decision-maker.
The National Dimension
In Oman, accountability is not optional. The Personal Data Protection Law (Royal Decree 6/2022) requires data controllers to maintain records of processing and to designate responsible parties. The MTCIT 2025 General Policy explicitly mandates human oversight, transparency, and accountability for AI systems used in government and public-facing services. And as Oman aligns with international standards like ISO/IEC 42001, organisations will be expected to demonstrate governance structures with named roles and documented responsibilities.
The Cost of Waiting
Organisations without clear AI accountability face three growing risks. Regulatory: under the PDPL, failure to designate data protection responsibilities can trigger penalties. Reputational: when an AI system produces a harmful outcome and no one can explain why, public trust erodes instantly. And operational: without defined ownership, AI projects stall, models drift unchecked, and remediation happens too late.
The second pillar of the 7-Pillar AI Governance Model exists because AI without accountability is not governance — it is delegation without oversight. Strategy gives AI direction. Accountability ensures someone is steering.
